Civil sector vulnerabilities and NATO's strategic role: The case for international governance

Abstract

As AI becomes integral to critical civil sectors like healthcare, its governance can no longer be divorced from international security. This paper argues that NATO must play a strategic role in global AI governance to address rising vulnerabilities, especially as civil-sector AI adoption often depends on opaque international supply chains and occurs without sufficient security oversight. The blurred boundary between civil and defense domains poses risks to societal resilience and collective security. Coordinated international frameworks, with NATO complementing civilian governance efforts, are essential to ensure responsible AI deployment that safeguards both public well-being and geopolitical stability.
